Eine Analyse der Europäischen Wirtschafts- und Währungsunion (EWWU) aus wirtschaftspolitischer, wirtschaftstheoretischer und wirtschaftshistorischer Sicht
Abstract
Im Mittelpunkt der vorliegenden Arbeit steht die wirtschaftspolitische Analyse der Konstruktion der Wirtschafts- und Währungsunion. Während die Geld- und Währungspolitik in Europa seit 1999 vollständig supranationalisiert ist, verbleiben zentrale Politikbereiche wie die Wirtschafts- und Finanzpolitik weiterhin in nationalstaatlicher Verantwortung. Die derzeitigen Probleme der EWWU – so die grundlegende Erkenntnis dieser Arbeit – sind v.a. darin begründet, dass die Währungsunion nicht durch eine adäquate Wirtschaftsunion in Europa ergänzt wird. Am augenfälligsten zeigt sich dieses Problem in der weitgehenden Wirkungslosigkeit des Europäischen Stabilitätspaktes, der es bislang nicht vermocht hat, die öffentliche Verschuldung der EWWU-Mitgliedstaaten wirksam zu begrenzen. Daran haben auch diverse Reformvereinbarungen in jüngerer Zeit nichts Grundlegendes ändern können. Die vorliegende Arbeit beschränkt sich aber nicht nur auf die wirtschaftspolitische Analyse, sondern stellt darüber hinaus die Frage, welche Erkenntnisse sowohl aus wirtschafts- theoretischer als auch aus wirtschaftshistorischer Sicht aus dem bisherigen Verlauf der Europäischen Wirtschafts- und Währungsunion zu ziehen sind.
The focus of this study is an economic policy analysis of the construction of the Economic and Monetary Union. While monetary policy in Europe has been supra-nationalised in Europe since 1999, central political areas such as economic and financial policy remain a responsibility of the nation states. The current problems of the EMU – such is the central finding of this paper – are above all due to the fact that the monetary union is not complemented by an adequate economic union in Europe. This problem manifests itself most evidently in the largely ineffective European Stability Pact, which
so far has not been able to limit the public debt of the EMU states effectively. Various reform agreements have not been able to change anything fundamental in recent times. This study is not restricted to economic policy analysis, but also asks what insights the development of the European Economic and Monetary Union so far can provide for economic theory as well as for economic history.
