(Comeback as a Leader of the World’s Democracies? : Biden’s Value-Based Foreign Policy Harbors Potential for Conflict Among Allies)
Abstract
Joe Biden is placing his foreign policy under a democratic paradigm, he wants to consolidate democratic alliances and has promised a “summit for democracy”. In a state of systemic conflict with autocracies the goal is to increase the weight of liberal democracies. Allies in Europe and Asia are reacting skeptically, fearing an intensification of conflicts with China and Russia and a loss of freedom of action. We advocate for an alliance of democracies, with a focus on the resilience of their political systems embedded in other formats of multilateral cooperation.
