In diesem Beitrag wird das Forschungsprojekt INAZ, „Inklusive Bildung in der Alphabetisierungspraxis und im System des zweiten Bildungswegs – Qualifikationen, Kompetenzen und Bedarfe des pädagogischen Personals“, dargestellt. Im ersten Teil erläutern wir den Hintergrund und die Konzeption des Projektes. Im zweiten Teil des Beitrags zeigen wir anhand erster (qualitativer) Ergebnisse, welche Fortbildungsbedarfe vorhanden sind. Warum das Projekt relevant ist, führen wir anhand des Fortbildungsmoduls im dritten Teil aus.

Die UN-Konvention über die Rechte von Menschen mit Behinderungen thematisiert Partizipation auf vielfältige Art und Weise und versteht Partizipation als Querschnittsanliegen. Sie verpflichtet den Staat rechtlich zur Umsetzung der Konvention und damit zur Partizipation behinderter Menschen; von der Zivilgesellschaft erwartet sie, Menschen mit Behinderungen Partizipation zu eröffnen.

Lange Zeit wurde Behinderung als Problem des Einzelnen betrachtet. Die UN-Behindertenrechtskonvention etabliert einen veränderten Blick auf Behinderung: Nicht die Menschen mit Beeinträchtigungen sind behindert, sie werden – durch Barrieren in der Umwelt – behindert.
