Demokratie und Dekolonisierung in Bolivien
(Visionen und Praktiken jenseits des liberalen Paradigmas)
Abstract
Ausgehend von den fortdauernden Ausschlüssen und strukturellen Benachteiligungen der indigenen Bevölkerung Lateinamerikas kritisiert die vorliegende Arbeit die begrenzten Möglichkeiten gesellschaftlicher Teilhabe innerhalb von liberalen Wahldemokratien. Neben materiellen Ungleichheiten stehen immaterielle Formen der Ungleichheit, wie kulturelle und symbolische Barrieren politischer sowie sozialer Teilhabe im Fokus der Analyse. Das Forschungs- und Erkenntnisinteresse zielt darauf, Demokratie nicht länger nur anhand liberal-repräsentativer Normen und Verfahren zu erfassen und zu werten. Es geht um die Reflexion anderer demokratischer Praxen, wie indigener und indigen-gewerkschaftlicher Formen lokaler Selbstregierung in Bolivien. Denn im bolivianischen Transformationsprozess mündete die Kritik der liberal-repräsentativen Demokratie in einer doppelten Forderung: Zum einen wird die Demokratisierung der liberalen Demokratie und zum anderen ihre Dekolonisierung gefordert. Die Dekolonisierung und Institutionalisierung unterschiedlicher Praxen und Vorstellungen wird empirisch am Beispiel des indigenen Autonomieprozesses untersucht. Auf nationaler Ebene werden die Demokratisierungsfortschritte u. a. anhand von Wahlrecht, der Entwicklung der Partizipation und Repräsentation bilanziert und die materielle Dimension von Teilhabe auf Grundlage der sozial- und wirtschaftspolitischen Reformen der Regierung Morales geprüft.
Based on the ongoing exclusion and structural discrimination of the indigenous population in Latin America the present thesis picks up the criticism on electoral democracies and questions the possibilities of social participation within a liberal paradigm. Besides structural material inequalities the analysis focuses on immaterial forms of inequality, such as cultural and symbolic barriers of political and social participation. In this respect, the central research and epistemological interest is to conceptualize democracy no longer as a system of government which is based on liberal-representative standards and procedures exclusively, but rather to examine other democratic norms and practices, such as indigenous and indigenous-unionized forms of local self-government in Bolivia. This focus is chosen because in the Bolivian transfromation process the evolved critique of liberal representative democracy culminated in a twofold demand: First, the protesters claim the democratization of liberal democracy and, secondly, they call for the decolonization of the liberal paradigm. In this context the thesis analyzes the decolonization of liberal democracy empirically by means of the indigenous autonomies’ process. In the national context the investigation proves the progress of democratization inter alia based on voting rights, the development of participation and representation, and the material dimension based on an empirical analysis of the social and economic reforms of the Morales’ government.
A partir de la exclusión y discriminación estructural de la población indígena en América Latina, la presente tesis recoge la crítica referente a las democracias electorales y cuestiona las posibilidades de participación social dentro del paradigma liberal. Además de las desigualdades materiales, el estudio se enfoqua también en las formas inmateriales, como en las barreras culturales y simbólicas de la participación social. El interés epistémologico de la investigación es de conceptualizar la democracia ya no sólo como sistema de gobierno y basado en procedimientos liberal representativos exclusivos sino de enfoquar otras normas y prácticas democráticas, como las formas locales del autogobierno en comunidades indígenas y comunidades sindicales en Bolivia. Porque la crítica de la democracia liberal representativa en Bolivia culminó en una doble exigencia: En primer lugar, se reclama la democratización de la democracia liberal y, en segundo lugar, se exige su descolonización. La descolonización de la democracia y la institucionalización de las diferentes prácticas y ideas democráticas se examina empíricamente a base del proceso de la autonomía indígena. En el contexto nacional la tesis contabiliza los avances democráticos entre otras cosas sobre la base del derecho de voto, el desarrollo de la participación y de la representación, y la dimensión material en base de las reformas sociales y económicas del gobierno de Evo Morales.
