dcterms.abstractArbeitszeitpolitik und Arbeitszeitgestaltung haben seit dem Tarifkompromiss im Jahre 1984 in der Metall-, und Elektroindustrie in der politischen und wissenschaftlichen Diskussion einen immensen Bedeutungszuwachs erfahren. Die Forderungen nach einer flexibleren Arbeitszeitgestaltung haben zeitgleich sowohl aus der Globalisierungsdiskussion und der Debatte um die Wettbewerbsfähigkeit des "Wirtschaftsstandorts Deutschland" heraus wie auch aus beschäftigungspolitischen Gründen neuen Auftrieb bekommen. Die Diskussion um die Arbeitszeit ist gleichzeitig von verschiedenen, meist gegensätzlichen Interessen geprägt: Auf der Beschäftigtenseite zielt die Arbeitszeitflexibilisierung nach wie vor auf Zeitsouveränität: d.h. auf eine bessere Vereinbarkeit der Arbeitszeit mit allen Aktivitäten außerhalb der Arbeitszeit ab. Demgegenüber stellt die Arbeitgeberseite den betriebswirtschaftlichen Aspekt in den Vordergrund. D.h. die Anpassung der Arbeitszeit an den tatsächlichen Arbeitsanfall. So soll durch aufeinander abgestimmte Gestaltung von Betriebszeit und Arbeitszeit die Erhöhung der Produktivität und die Sicherung der Wettbewerbsfähigkeit erzielt werden. Durch diesen Trend verlor das sog. Normalarbeitsverhältnis an Allgemeingültigkeit und die Flexibilisierung der Arbeitszeiten nahm seit langem kontinuierlich zu. Folge ist, dass mittlerweile eine breite Palette von Arbeitszeitmodellen existiert, in denen die gesetzlich und vertraglich vereinbarte Wochenarbeitszeit in den Dimensionen Lage, Länge und Verteilung flexibilisiert wird. Auch die Tarifverhandlungen und Auseinandersetzung der Tarifparteien zur Arbeitszeitpolitik sind dadurch gekennzeichnet, dass die Arbeitszeitflexibilisierung und Verlagerung der Tarifpolitik auf betriebliche Ebene einen Bedeutungszuwachs bekam und die Meinungsführerschaft in Sachen Arbeitszeitgestaltung von der IG Metall zu Gesamtmetall wechselte. Ziel der vorliegenden Dissertation war es, anhand einer empirisch-historischen Untersuchung über Einstellungen sowie Strategien von Gesamtmetall und IG Metall die Gestaltungsspielräume flexibler Arbeitszeitmodelle zu bestimmen und gleichzeitig die Defizite herauszuarbeiten. Die Untersuchung gründete sich in erster Linie auf die Dokumentenanalyse von Stellungnahmen der Gesamtmetall und IG-Metall-Leitungsgremien sowie Primär- und Sekundäranalyse von Befragungen der Beschäftigten. Die leitende Frage der Untersuchung war, ob es den Arbeitgeberverbänden und den Gewerkschaften gelingen konnte, die Erfordernisse eines Betriebes und die Belange der Beschäftigten weitgehend in Übereinstimmung zu bringen? Und (wenn ja) unter welchen Voraussetzungen die neuen flexiblen Arbeitszeitsysteme mit den betrieblichen und außerbetrieblichen Interessen der Beschäftigten zu vereinbaren sind. Den Hintergrund für diese Zielerreichung bildete der gesellschaftliche Konflikt zwischen Arbeit und Kapital. Denn die Schwierigkeit bzw. Komplexität lag in der Frage, wie die unterschiedlichen Interessen, die sich in der industriekapitalistischen Gesellschaft durch den Gegensatz "Kapital" und "Arbeit" bestimmen lassen, zu vereinbaren waren bzw. sind.ger
dcterms.abstractWorking-hours politics and the organization of working hours have, since 1984, undergone an immense increase in significance in the political and academic discourse. The requirement of a more flexible organization of working hours has concurrently received an increased impetus from both the discussion relating to the process of globalization as well as that regarding the competitiveness of the "business location" Germany and the political need for increased employment. The discussion surrounding working hours is characterized by by different, mostly opposing interests. The employees understanding of greater flexibility encompasses the souverainity of time: a better compatibility of working hours with all the activities which take place outside working hours. On the other hand, the employer places economic aspects at the forefront of their considerations. Concretely, that means the accommodation of working hours to the actual work-load. Thus a co-ordinated configuration of operating time should produce increased productivity and thus secure competitiveness. As a result of this trend, the so called " ormal working hours" lost their general validity and the trend of working hour-flexibility has long been on the increase. As a consequence, in the meantime there exists a broad range of working hours models in which the legal and contractually agreed weekly working hours have been loosened in terms of status, duration and allocation. Even the process of collective bargaining and the discussions between representatives of employers and employees are characterized by the new trend towards increased flexibility. Concretely this means that the liberalisation of working practices and the relocation of the process of collective bargaining to the company level have received a increase in significance, and that the leadership of opinion in matters relating to the structuring of working hours moved from IG Metall to Gesamtmetall. It was the aim of the thesis under consideration to conduct an empirical-historical investigation into the attitudes and strategies of Gesamtmetall and IG Metall in order to determine the amount of leeway in the in shaping of flexible working-time models and at the same time to determine the shortfalls. The investigation was based, in the first instance, on the analysis of documents containing the opinions of Gesamtmetall and the IG-Metall board, as well as the analysis of primary and secondary surveys of employees. The leading question of the investigation was, whether the employers associations and the unions could succeed in by and large harmonising both the needs of a company and the concerns of the workers. Furthermore, supposing that this were possible, the questions was posed as to which conditions were necessary in order to reconcile the new flexible working system with both the company and non-company interests of the employees. The background of this question was provided by the social conflict between labour and capital. Thus the difficulty, or respectively the complexity of the matter lies in the question as to how the different interests, which within capitalist industrial society are labelled as the opposites "capital" and "labour", can be reconciled.eng
