Die Regulierung des Lastkraftwagenverkehrs in Deutschland 1900 bis 1960
Abstract
Der Beitrag zeigt, dass sich die Innovation des Lastkraftwagens vornehmlich auf den Werkverkehr konzentrierte und dort neue Geschäftsmodelle der Belieferung ermöglichte. Hingegen stand der gewerbliche Güterfernverkehr mit bloß ca. 11.000 schweren Lastkraftwagen erst am Anfang seiner Entwicklung, die aber durch die Intervention der Reichsbahn gestoppt wurde. Dabei wurde eine objektiv notwendige staatliche Regulierung des kapitalschwachen Transportgewerbes mit dem Schutz Reichsbahn verbunden. In der kurzen Zeit wirtschaftlicher Blüte von 1924 bis 1929 konnte der gewerbliche Güterfernverkehr sein volles Potential als Logistik-Dienstleister für die verarbeitende Industrie noch nicht entfalten. Dies geschah erst in den 1980er und 1990er Jahren. Daher konnte die Verkehrspolitik in den 1930er Jahren das Entwicklungspotential des gewerblichen Güterfernverkehrs noch gar nicht erkennen, zumal die Prioritäten der Wirtschaftspolitik dieser Zeit in Krisenbewältigung und Aufrüstung lagen. Die Innovation des gewerblichen Güterfernverkehrs blieb in Krise und NS-Diktatur stecken.
