Was steht dem Wissenstransfer zur Tiergesundheit in der landwirtschaftlichen Nutztierhaltung entgegen?
Abstract
Produktionskrankheiten sind (auch in der ökologischen) Nutztierhaltung weit verbreitet und werden in der Gesellschaft zunehmend als negativer externer Effekt wahrgenommen. Sie führen zum Einsatz von Antibiotika, sind Ausdruck eines beeinträchtigten Tierwohls und verursachen den landwirtschaftlichen Betrieben Ausfallkosten. Obwohl zu den Ursachen und der Vorbeugung viel geforscht wurde sind Produktionskrankheiten weit verbreitet. Ziel der vorliegenden Arbeit war es, den mit dem Begriff Wissenstransfer beschriebenen Prozess zur Verbesserung der Tiergesundheit kritisch zu beleuchten und Hemmnisse zu identifizieren. Dazu wurden im Forschungsprojekt Reflexion Workshops mit Vertretern verschiedener Stakeholder-Gruppen (Landwirte, Berater, Tierärzte, Wissenschaftler, Berufsverbände und NGO’s) durchgeführt und Vorstellungen und Einschätzungen zum Themenfeld „Tiergesundheit“ einer umfassenden Reflexion aus kommunikationswissenschaftlicher und erkenntnistheoretischer Sicht unterzogen (Veröffentlichung I und II). Als Hemmnisse für den Wissenstransfer wurden u.a. die Variation und Komplexität der betrieblichen Situation sowie verschiedene Konflikte (z.B. zwischen Ökonomie und Tiergesundheit) identifiziert. Auf der Ebene der Akteure stellte sich das diverse Verständnis von Tiergesundheit verbunden mit subjektiv geprägter Wahrnehmung und selbstreferenziellen Bewertungen als Hemmnis für den Wissenstransfer heraus. Die Stakeholder des Netzwerkes verfolgten teilweise gegensätzliche Interessen. Ein unklares Selbst- und Rollenverständnis war verbunden mit einer Verantwortungsdiffusion und schien geeignet, systemerhaltende und beharrende Motive anstelle von Veränderung zu begünstigen.
Im Projekt Tier-Wirt (Veröffentlichung III) wurden die Komplexität der betrieblichen Zusammenhänge und die Variation zwischen Betrieben, am Beispiel von 32 Milchviehbetrieben thematisiert. Ausgehend von Daten der Milchkontrolle wurden hinsichtlich des Leistungsniveaus und des Gesundheitsstatus (emergente Systemvariablen) fünf Betriebstypen identifiziert, die sich neben anderen Parametern signifikant im Anteil der Milchkühe unterschieden, die bis zu ihrem Ausscheiden aus dem Betrieb mindestens die mit ihrer Aufzucht und Haltung verbundenen Kosten erwirtschaften konnten (Kühe in der Gewinnphase). In den Gruppen von Betrieben, die durch einen größeren Anteil von Kühen mit Hinweisen auf Stoffwechselprobleme gekennzeichnet waren, lag der Anteil der Kühe in der Gewinnphase teils deutlich unter 50 %, auch bei sehr hohen Milchleistungen. Unterschiede der Betriebstypen verdeutlichten die Notwendigkeit spezifischer strategischer Betriebsziele und Maßnahmen. Der Anteil der Kühe in der Gewinnphase scheint als Schlüsselvariable für das strategische Management geeignet, da sie sowohl die Überlebensfähigkeit des Einzeltieres als auch die wirtschaftliche Nachhaltigkeit des Betriebes aggregiert und damit der Komplexität der Systeme gerecht wird. Als Zielvariable des betrieblichen Managements kann sie den Bedarf an spezifischem Wissen zur Verminderung der Produktionskrankheiten wecken und so Veränderungen fördern.
In der gemeinsamen Diskussion wurden die identifizierten Hemmnisse zum Wissenstransfer sowie das Konzept des Wissenstransfers selbst im Kontext systemwissenschaftlicher Forschung kritisch diskutiert. Dabei wurde das nach wie vor weit verbreitete lineare Konzept des Wissenstransfers auch für den Bereich der Tiergesundheit als fehlgeleitet identifiziert. Ein Hemmnis für die Verbesserung der Tiergesundheit ist auch die produktivistische Prägung der Landwirtschaft und des mit ihr verbundenen Stakeholdernetzwerkes. Aus einer systemorientierten Perspektive muss das (messbare) Ziel verminderter Produktionskrankheiten mit dem Zweck der landwirtschaftlichen Betriebe (und damit dem Selbsterhalt) verknüpft werden, damit ein Bedarf an neuen Erkenntnissen und Motivation für ihre Umsetzungen entstehen und sich das vorhandene Stakeholdernetzwerk mit seinen vielfältigen Akteuren auf dieses neue Ziel ausrichtet.
