Behinderung: Neues Verständnis nach der Behindertenrechtskonvention

Lange Zeit wurde Behinderung als Problem des Einzelnen betrachtet. Die UN-Behindertenrechtskonvention etabliert einen veränderten Blick auf Behinderung: Nicht die Menschen mit Beeinträchtigungen sind behindert, sie werden – durch Barrieren in der Umwelt – behindert. Dieser neue Behinderungsbegriff setzt einen gesellschaftspolitischen Impuls, Behinderung anders zu denken und bei der zukünftigen Fortentwicklung des Rechts und in der gesellschaftlichen Praxis zu beachten.
